Virtually admitting that he is in LAUSD Teacher Jail, combined with the exclusive story published by HMG-CN that he is under investigation by the Office of Inspector General of the LAUSD for violating teacher jail policy several months ago, Central Basin Director James Roybal has requested the agency move their Board Meetings to 3 p.m. from the long-time traditional 10 a.m. time period.
The move is unprecedented and an attempt by Roybal to circumvent his assignment to Teacher Jail.
Beginning in the mid 90′s, teachers accused of misconduct have been removed from their teaching assignments and held in district offices while administrators and law enforcement agencies investigate allegations.
The process typically drags on for months, with teachers collecting their full pay – an average of $6,000 a month, plus benefits – until they’re returned to work or fired.
Under written rules, teachers in jail are to check in at a designated location every day for 2 hours and then go back to their home. They are not to seek a second job, take a day trip, or enjoy outside entertainment. Failure to follow these rules will lead to disciplinary action.
In Thursday’s Board Meeting, which Roybal missed, the motion was brought up to excuse him from meetings.
Central Basin Director Leticia Vasquez, who has known that Roybal has been enrolled in Teacher Jail for months, made the motion to excuse Roybal.
The motion was quickly shot down by current Central Basin Board President Phil Hawkins, after which Vasquez withdrew her motion.
Seemingly unfazed by Roybal’s Teacher Jail assignment or the admonishment from Hawkins, Vasquez went on to say, “the meetings should be moved because Roybal’s constituents want him there representing them and he can’t with morning meetings.”
Director Art Chacon, who had placed an enlarged photo of the HMG-CN picture of Roybal entering Teacher Jail on Roybal’s empty seat at the dais, snapped back at Vasquez saying, “if he was sick or a family member was ill we would gladly consider excusing him, but not when he’s suspected of possibly molesting children!”
A seemingly perturbed Vasquez then left the dais, during the all-important approval of warrants and expenditures, to “take a phone call.”
Calls into Vasquez asking her why she wanted Roybal excused went unanswered.

I’m sick of BOTH Jim Roybal and Leticia Vasquez. They are both like unrepentant spoiled children who think that everyone they speak to has their grades dependent on kissing their asses! My opinion is that they are both the two dumbest nitwits on that Board.
I was at today’s meeting and Vasquez looked like she shops at Ghettos R Us! I mean, come on, a one-piece gray jump suit with a big silver belt buckle? Did Vegas Elvis come back to life or what, only 80 pounds FATTER?
I personally loved the fact that President Phil Hawkins shut her down like a chubby kid at Burger King! Even Phil has had enough, who would have thought? And Art Chacon also gave the blimp a few good well-deserved backhands (which probably broke his hand). I’m so pleased that Bob Apodaca has finally realized that he looks awful siding with a whacko like Leticia.
By the way, where’s the recall at. I know dozens who are wanting to sign. I’m even registering at my Aunts just so I can proudly sign my Mike Tyson!

We read so much about these elected officials who are ensnarled in so many illegal and unethical acts. The list is endless these days. However, morally I actually think the fact that Mr. Roybal was so emboldened to act as Central Basin President while being in LAUSD Teacher’s Jail since February 2013 is absolutely remarkable and shameful!
Frankly, the picture above of Mr. Roybal walking into Teacher’s Jail is sickening. The thought that he has the gall to served as an elected official knowing full well that he is indeed an unfit individual who quite possibly needs to be imprisoned to protect children everywhere is startling and incomprehensible.
What has our word become? It would seem to me that Mr. Roybal’s conscience would demand that he face up to his very real personal issues and remove himself from the political arena where he is truly making people despise what he stands for.
Ms. Vasquez, shame on you for being every bit as morally bankrupt as your colleague!.

Let me get this straight. James Roybal is “imprisioned” at LA Unified’s infamous “Teacher’s Jail” for quite possibly abusing children (I noticed a previous letter to this paper from a former Roybal student at Garfield HS who claims Roybal molested two BOYS!?). During the year plus that he has been drawing his full teacher’s salary at LAUSD he has been “illegally” attending PAID Board meetingas at Central Basin Water where he has been nothing short of an embarrassment (albeit another kind of embarrassment)? Holy cow! And now that Roybal has been exposed by this newspaper, he his now prohibited from attending further Central Basin meetings (paid or otherwise)? So why does he still hold his seat? Why hasn’t he resigned or been removed? Does he need to be recalled?
I also have to question why the LA Times hasn’t covered this distrbing issue. I finally saw a ONE story in the Whittier Daily News a week ago. Why is this a bigger news story? I also don’t understand why the Times and Daily News continue to write story after story about Central Basin Director Art Chacon’s driving issues? Who cares about how he drives? What does that have to do with water?
I often qestion the ethical standards of the press and anyone who says some newspapers don’t have personal “agendas” is crazy. I think the coverage of James Roybal makes my point quite clear.
