1. Something is wrong with this picture, this is all happening too incidentally and my opinion there is commingling of public funds used in the in tempt for private usage. Think this deserves attention, as someone should be whistle blower. past dedicated Public funds are being used to create another CCPA pink elephant.
2. 2000’s, RDA money was used to purchase 3 warehouses on 166th street, Cerritos. Never produced incomes.
3. 2000’s RDA money was used to purchase the priv. Mullikan pad on Bloomfield / 183rd street. Both of these projects were purchased for a future Joint Venture to help the ABC school district, called La Cuesta Villa Joint Venture.
4. 2000 La Cuesta Villa Joint Venture was litigated in court. La Cuesta Project has ceased.
5. 2000’s The RDA was aborted by state. RDA acquired Properties to be disposed of and money was returned to state by city of Cerritos, putting Cerritos Bank accounts in to a downward spin.
6. 2013 RDA forced the Millikan pad to be dedicated as park / Museum site. Either park or Museum, should be 100% accessible to public.
7. 2013 – 166th street warehouses, one building was sold off, the building which was sold off was exchanged for another property, adjacent to this property. The city still has three empty warehouses. I don’t like city or government land exchanges, never like like swaps!
8. 2000’s For over a decade, the Milikan Pad property sat vacant not producing income.
Jan 2016, Now the Milikan museum pad is going to be developed into a museum, joint venture between Cerritos and Astor. Astor Museum is pulling out of his home town and doing a joint Venture with Cerritos. Astor lives in Anaheim Hills, odd he is pulling his museum from Anaheim to Cerritos. Public held museum will be used by private. Dont like this at all.
10. Feb 24, 2016, The third acquired property on 166th street, part of the exchange 2014-2015; is going to be sold off, and the money ($3M) used to develop a private auto museum, held jointly between city and Astor.. The museum is going to be home , for a private the Automobile Museum by Astor.
11. Jan 1, 2017. Museum Completion is going to be January 1st 2017. If the owner of the Automobile Museum dies on January 2nd 201 Jan 1, 2022; the city will pick up the yearly $400,000 maintenance fees, forever more. Auto Museum will be, 100% property of the city of Cerritos, but used on a limited basis for private parties and private showings. It will not be open to the public. Im mad, RDA was atom for this, but is now turning in to private museum, much like the CCPA, both museum and CCPA are stealing public funds from the general funds, hence robbing Public Works projects.
12. Jan 1, 2022, If the owner lives on to be 96 years old, on January 1st, 20 22, the city will own 100% on the Auto Museum, and the $400,000 maintenance fees start at that time . Astor 100% donates the museum to city at this 2022 date line.
13. 2016. A second Museum is brewing, the Browning Automobile Museum adjacent to the ABC central offices, might be doing another joint venture with the city, but that is only speculation. This museum is owned by Brownings, part of the Cer Auto Mall, in which Don Knabe, Ret. Cerritos Councilperson/ LA Board of Supervisors. Our CM sits on the Auto Mall board.

This is just too coincidental, everything is coming to a head right now, nothing is being named for the ABC school district or the students, plus it’s a very sloppy municipal contract, because usually municipal contract is very precise, this has a lot of shadows , depending on that Death of Mr. Astor, museum owner. I don’t like this at all. Commingling of funds, this all started w/ Joint Venture to aid ABC, now the funds are going to a Private Museum. Do the meliniums really care about yesteryears cars etc? Just coming out of a recession, will next generations have disposable incomes to really appreciate antiques?

Dear ABC USD Families,
This is an important communication to the parents/guardians of students in ABC Unified School District. Parents may choose to take action based on a recent court case that requires the release of their child’s protected personal information.
A Federal lawsuit, Morgan Hill Concerned Parents Association v. California Department of Education (USDC-Eastern District of California, Case No. 2:11-CV-03471-KJM-AC), alleges that the Defendant “California Department of Education (CDE), has violated the Individuals with Disabilities Education Act (IDEA), among other related laws, by failing to monitor, investigate, provide services to, and enforce the rights of children with disabilities consistent with its obligations under the law. The Defendant, CDE, denies these allegations.”
To prove their claim the Morgan Hill Concerned Parents Association, requested that the CDE disclose information it stores on its databases and network drives that contain protected personal information of children, including children with disabilities, children who requested an assessment or who were assessed for special education, and children who are attending, or who have attended, a California school at any time since January 1, 2008.
The judge of the United States District Court granted the disclosure of these student records subject to the following Protective Order: The Protective Order prevents any party from disclosing confidential information acquired in the course of the lawsuit, including student records, to anyone other than the parties, their attorneys and consultants, and the Court. None of the information may be used outside the context of this lawsuit, and the parties are required to either return or destroy the confidential records at the conclusion of the lawsuit. No student’s identifying records will be disclosed to the public.
Parents have until April 1, 2016 to notify the court of their objection to release their child’s protected personal information. You may complete the attached form for each of your children, “Objection to Disclosure of Student Information and Records Case No. 2:11-CV-03471”, and mail it to the Court’s address on the letter. Filing the attached form does not guarantee that a student’s information will not be released under the court order.
Process for parents or students to object to disclosure
Those who object to disclosing this data can request an exemption using the form “Objection to Disclosure of Student Information and Records Case No. 2:11-CV-03471,” found at the CDE website under Objections to Disclosure of Student Records. As an alternative, a parent, guardian, or former student can write a confidential letter to the presiding judge including the name of the student on whose behalf the letter is written, the author’s name and relationship to the student, the student’s date of birth, county, school district, and school, and, if desired, the basis of the objection.
